New Report Highlights Progress and Promise of the Washington Guaranteed Admissions Program

Washington’s six public universities continue to work together to expand college access statewide. A new report from the Council of Presidents highlights the progress of the Washington Guaranteed Admissions Program (WAGAP), an initiative led by the state’s public baccalaureate institutions to strengthen the pathway from high school to Washington’s public universities.

What Is the Washington Guaranteed Admissions Program

Created and led by Washington’s public universities, WAGAP guarantees admission to participating universities for eligible high school students. Those earning a 3.0 GPA or higher and completing required coursework receive early notification, reducing uncertainty and helping families plan with confidence.

The Council of Presidents facilitates WAGAP through shared data agreements and outreach, reinforcing a joint commitment to access, transparency, and student success across Washington’s public universities.

Key Findings from the Council of Presidents’ Report

The WAGAP Report details how coordinated communication and simplified processes have expanded opportunity and awareness statewide:

  • Over half of Washington’s public school districts now participate in WAGAP, representing nearly 150 districts.
  • Over 50,000 11th graders received WAGAP information in 2024–25, representing 57% of Washington’s public‑school juniors.
  • Partnerships among public universities, schools, school districts, and statewide education agencies continue to grow to align admissions, outreach, and financial aid.

These results reflect measurable momentum toward rebuilding Washington’s college-going culture amid declining direct college enrollment from high school.

Strengthening Washington’s Higher Education Pipeline

By connecting public universities and K–12 districts, WAGAP demystifies admissions, promotes early planning, and helps ensure that students who are ready for college recognize that Washington’s public universities are ready for them.

As the program matures, universities are expanding data sharing, digital transcript tools, and joint outreach efforts with the Washington Student Achievement Council, integrating financial‑aid awareness with guaranteed admissions messaging.
